Dear Sara:
Since yesterday you have conveyed two emails which ostensibly provide items responsive to our 6/17/09 FOIA Request [#338]. This reply calls for clarification on each, in turn:

•• In "FOIA #338: Special Use Directives" (6/25), you sent a link to an on-line document: F.S. Manual Amendment No. 2700-2007-1, amending CHAPTER 2720 - SPECIAL USES ADMINISTRATION --
Part of your FOIA #338 asked for directives that related to the Forest Service screening criteria for special use permits. They can be found on-line at: http://www.fs.fed.us/im/directives/fsm/2700/2720.doc.

In fact our Request was specific to permit proceedings for the 2009 'Rainbow Gathering' in Santa Fe N.F., and "directives" related to agency review on this event in particular. We did not ask for agency-wide directives on "Special Uses" generally -- and the referenced document includes nothing about "Noncommercial Group Use" within that broad category.
Therefore this item is not responsive to the Request.
•• In "Non-Commercial Group Permit" (6/26), you sent a direct link to the Group Use permit in effect for the Rainbow Gathering, uploaded as a public web-post --
We have posted a copy of the special use permit for the Rainbow Gathering on our website with information protected under the Privacy Act redacted. It can be found at http://www.fs.fed.us/r3/sfe/rainbow/SUP_Rainbow.pdf.

Please clarify on these questions:
(a) On what date was the permit posted and publicly available for download?
(b) In sending this link, were you simply informing me of the public post,
or did you intend your email to be a partial Response on this line-item
of the Request, under ¶-1 or ¶-2?
(c) If the latter is true, is this your final Response on this item?

Please take notice of our position on the first point above, for the record, and answer the questions posed on the latter right away. Understand that I will be traveling in coming days, and there will be lag times in receiving messages and responding via email. We have anticipated this in our discussions, and agreed to handle some business in-person during the course of the Gathering... thereafter we can rely on more regular correspondences.
Also note our organization's full name -- "PCU_/Free Assembly Project" -- which connects to the original "PCU" moniker when it was formed in 1993, and is known by USDA Forest Service as a matter of longstanding administrative record. Please use this in future correspondence.
