Dear Ms. Barnhill:

    I received your July 30 email transmittal later that day, and was able to download the attachments via wifi last night.

Attached below are the final responses to your FOIA requests #338 & #516.  The signed hard copy letters and enclosures will be sent in the mail to you today.

    The respective "final response" letters came through OK as MSWord docs, but the large PDF file -- "foia_338_responsive_records.pdf" -- would not open:
In Acrobat Reader 5 and Preview on the Mac, it was indicated as damage or corrupted;
in Acrobat 6, "There was an error opening this document.  Bad encrypt dictionary."

    Perhaps there was a glitch in assembling or saving this large file, or you may have composed it with much newer software.  I did not have this problem with documents you provided previously.

    Please repair or re-compose this document and send it again, in smaller segments if necessary.  In consideration of those with older computers, it is not usable as public information if many people cannot view it -- so please make sure that the new PDF version is retro-compatible, and reasonably concise (minimal kb's) for ease of on-line access.

    We will assess the adequacy of the agency's "final responses" upon receipt and review of the official mailed copies... meanwhile, this problem can be fixed without much difficulty.
