Mr. Addison - I don't provide unencrypted and unprotected electronic records. I agreed to provide records to you electronically as a convenience to you while you were waiting for the hard copy to reach you by mail. If you are not able to read the electronic records satisfactorily, you will need to wait to receive the hard copy.

I have not received the hard copies yet, maybe tomorrow -- and it's still preferable get the digital versions in good shape, so please proceed with the fix.
Note that I got the big PDF to a system with Acrobat 7 installed, and was able to view the document in that application. However I found that it was encrypted and password-protected -- such that it could not be modified at all -- i.e., I could not do routine compression or extract segments for transmittal or web publication. There was no such problem with most of your previous e-docs (except the posted permit, "SUP-Rainbow.pdf") -- so the first step might be to turn off encryption & protection, then compress and re-save in a backwards-compatible Adobe format. Then it's easy to break it up into smaller segments and send it off... and I can still disaggregate the component docs for public info.
As always, think of the curious Luddites with old machines ;-)
