Mr. Addison - I don't provide unencrypted and unprotected electronic records.  I agreed to provide records to you electronically as a convenience to you while you were waiting for the hard copy to reach you by mail.  If you are not able to read the electronic records satisfactorily, you will need to wait to receive the hard copy.

Ms. Barnhill:

        The digital version of "foia_338_responsive_records" was never for my own brief convenience, nor for yours:  It is for distribution of public information in a form most accessible to the most concerned citizens.  Remember what FOIA is about, and who you are really working for.

        It is understood that FOIA responses are mailed as hard copy, as a matter of course.  And we agreed that these disclosures would also be provided in a usable digital format, in light of PCU_/FAP's diffuse constituencies, and their prevalent means of on-line communication.

      There was no pre-condition that digital files would be encrypted, password-protected, or limited to your latest software -- nor is there any purpose in such limits.  You are the first to impose them; this has not been an issue with previous documents provided in New Mexico, or ever before.
      PDF's from scanned documents cannot be altered in substance, nor is there any incentive to do so -- and the content of public information is not proprietary or restricted, by definition.
      We reserve the right to compress and re-package these files in the most meaningful way, and the need to present them in the most widely usable form.

        Please reconsider and make this a sensible, civil process, in accord with FOIA's intent.
