Dear Mr. Busby --

Your call and time on the phone today are much appreciated... a good start.

Attached for your reference is the Fax-letter I conveyed to OIG headquarters
last weekend, following upon a couple of initial calls. This gives you a sense of
this inquiry, as referred to you.

Also attached as promised -- the Report of ACLU-Wyoming on the Rainbow
Gathering in Bridger-Teton N.F. last summer, issued in early October. As explained,
they conducted their own investigation of what occurred, and conveyed the Report to
Congressmembers from Wyoming, and widely to the press. They obtained a significant
body of 1st-hand acccounts such as you seek -- which might be made available to save
time and avoid redundancy. I will contact them on this, and get back.

Understand too: PCU_/Free Assembly Project has been active in related
policy and legal matters for 15 years, and has deep archives of information on the
bigger issues we discussed.
For example, there is a series of correspondences to the USDA Under Secretary since
2003, making a record of critiques on Forest Service actions & applied policies
affecting the gatherings. These and other items may be useful in profiling the
larger contexts of the July 3 Incident, as I suggested.

Thanks for your conscientious efforts... I look forward to good
cooperations.

		Respects,
