A regional gathering in eastern Washington: Colville N.F., mid-August

After much negotiation, with the gathering coming to a close in a few days, a permit was signed and accepted in the name of "2010 Washington Regional Peaceful Assembly". The stated address was "c/o Newport Ranger District... Newport, WA 99156" -- a curious device. The signer added this affirmation next to his name: "UCC 1-207 and 1-308 __ Signed reserving all my Right" [sic]. There has been much conjecture on the effect of citing these provisions of the Uniform Commercial Code.

The OpPlan for the "2010 Peaceful Assembly Washington Regional Gathering" - Exhibit B attached to the Permit (5 pp.). It is much like other OpPlans for previous gatherings, but there is an interesting line in the prologue, top of page 2: "The Peaceful Assembly will maintain a volunteer liaison crew for administrative matters and resource concerns between the Forest Service and the assembly." Volunteers from an assembly vs. Agents for a Group -- different things (legally)... this could open doors to a workable regulation, maybe even constitutional.
