•  Federal Register, Vol. __: No. __, p. ___ __/ USDA Forest Service Notice of Proposed Rulemaking (NPRM) re: ‘Law Enforcement’ authorities in the National Forests, 2/16/1994.  As a result of PCU’s “Son of FrankenRegs” public info & petition campaign, these expanded police powers were widely opposed across the political spectrum and in Congress – and the proposal was withdrawn by USFS Chief Jack Ward Thomas on the final day of the comment period, 5/18/1994.

•  Federal Register, Vol. 60: No. 168, pp. 45258-45295 __/  Final Rule publication re:  “Noncommercial Group Use”, with USFS responses to public comment letters, 8/30/1995.  These regulations took effect 30 days later, on 9/29/1995.

•  36 CFR 251, 261 (Dec. 1995) __/  Code of Federal Regulations, ‘Special Use’ & ‘Prohibitions’ sections as amended by the Noncommercial Group Use regulations.  Early legal challenges (1996-2000) referenced provisions of this version of the Code.

•  Federal Register, Vol. __: No. __, p. ___ __/  Final publication of extensive amendments to USFS ‘Special Use’ provisions, 9/–/1998.  These sweeping revisions were pending since 1992 and not disclosed in conjunction with the Group Use amendments – nor were stakeholders notified when enacted.  Early court cases kept referencing the prior CFR version for several years… we did not discover that they were in effect until 2001.

•  36 CFR 251, 261 (Dec. 1998) __/  The same CFR sections as amended by the Special Use rulemaking of 1998, re-structured in format such that provisions of concern had new numeric cites.  Rainbow ‘permit cases’ after 2001 had altered rule cites in accord.
